Tacoma Power's Power Management division is looking for a Market Initiative and Policy Manager to join their Energy Resource Planning & Evaluation team. In this role you will shape an overarching centralized markets strategy for Tacoma Power based on quantitative and qualitative analyses, collaborative development and use of optimization models, and deep understanding of market options and rules. This position also guides and oversees the development of Power Management’s public policy and legislative strategy.
The Power Management section is responsible for managing the operation and optimization of Tacoma Power’s resource portfolio and maximizing the value of our interactions with the wholesale energy market on a 24/7 basis. Tacoma Power expects about $40M to $100M per year from selling surplus energy into the wholesale power market. The nature and complexity of the market has changed and will continue to do so with the emergence of centralized markets.
This position will represent or help ensure representation of Tacoma Power in multiple western forums such as the California Independent System Operator (CAISO) Extended Day-Ahead Market (EDAM) initiative, the Southwest Power Pool (SPP) Markets + initiative, the Western Power Pool’s Western Resource Adequacy Program (WRAP) initiative, and the Western Markets Exploratory Group (WMEG) initiative. In addition, this position will maintain an understanding of Washington State legislation and existing policy that has the potential to impact power utilities.
Utility decision-making will be heavily influenced by emerging policy at the state, regional and federal levels. Improving Tacoma Power’s ability to influence public energy policy will both increase customer benefits and minimize customer harm. This position will guide the development of Power Management’s public policy strategy and work with other Tacoma Power groups to coordinate and represent Tacoma Power’s policy positions at the state, regional, and federals levels.
Responsibilities Include:
Represent Tacoma Power in western centralized markets forums – such as CAISO EDAM, SPP Markets +, and WMEG.
Participate in the WRAP Forward Showing Workgroup and/or Operations Workgroup.
Develop strong working relationships with leaders from other utilities, marketers, and trade-groups.
Represent Tacoma Power in select legislative rule makings and associated trade-group meetings.
Develop a deep understanding of market / program / legislation mechanics.
Collaborate with Operations & Trading on trading strategies in bilateral and centralized markets.
Understand, distill, and communicate information of potential future business processes to stakeholders and executive management and seek direction from executive management on Tacoma Power’s position on markets issues as appropriate.
Work closely with Transmission and Distribution on market issues – particularly the System Operations and System Planning functions.
Help guide Power Management’s public policy strategy.
Develop an understanding of Tacoma Power's interests in ongoing energy policy and rulemaking forums including their impact on utility operations and customer rates.
Skillfully negotiate with utility stakeholders in support of utility policy positions
Work collaboratively with other Tacoma Power staff on energy policy analysis to ensure a common understanding of the external energy policy environment.

Qualifications
Minimum Education*
Bachelor's degree in business or public administration, Economics, Finance, Accounting, Engineering, Project Management or directly related field
Minimum Experience*
6 years of power utility experience directly related to area of assignment, including 1 year of experience as a lead, supervisor or manager.
*Equivalency: 1 year of experience = 1 year of education
