The Owatonna Public Utilities is seeking qualified applications for the position of Director, Finance & Administration. Duties include: Oversees the Finance and Accounting department, managing the utility’s finances, long-term forecasts, internal controls, and financial reports, including OPU Commission reports. Ensures accounting operations align with FERC principles and serves as custodian of utility funds, securities, and assets, including portfolio management. Maintains relationships with financial institutions, investment advisors, bond trustees, and auditors, acting as bond registrar and paying agent. Leads the annual audit and implements changes as needed. Develops and administers the five-year budget plan, manages risk exposure through insurance and lease agreements, and oversees records retention. Responsible for electric, water, and natural gas rate design, cost of service studies, and customer service policies. Acts as the General Manager’s designee when needed and supports natural gas contract management, including hedging and procurement.
Education: Bachelor’s degree in Finance, Accounting, Business Administration or other related field. Advanced degree preferred; Experience: Eight (8) years’ experience in accounting or financial management preferably with a municipal utility. Five (5) years supervisory experience. Other: Certified Public Accountant (CPA) desirable. Language Skills: Proficient in analyzing and responding to technical, financial, regulatory agencies and legal documents. Reasoning Skills: Ability to define problems and draw valid conclusions and interpret extensive technical instruction in math or diagram form. Mathematical Skills: Ability to work with mathematical concepts such as fractions, percentages, ratios and proportions to practical situations. Computer Skills: Proficient in Microsoft Office Suite and Microsoft teams.
