Manages and plans the overall financial and accounting activities of the utility. Directs, organizes, and assigns the work of subordinates. Works closely with leaders of all Power & Light Divisions, the Finance Department, and other City offices to ensure proper budgeting, accounting and financial reporting. Provides Department leaders with advice and recommendations to ensure achievement of all financial and strategic goals.
Minimum Qualifications:Bachelor’s degree from a four-year college or university in Accounting, Business, Economics or a related field; and six to ten years of progressively responsible utility and/or governmental accounting experience; or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. A CPA and/or MBA are preferred. Must complete required NIMS level training within first six months of hire.
Knowledge of: Generally accepted principles and practices of governmental and utility accounting; Federal, State, Municipal Charter, and Bond Covenants; advanced budgetary principles and practices; Federal Energy Regulatory Commission’s (FERC) Code of Federal Regulations Title 18 – General Rules and Regulations and System of Accounts for electric utilities; administration of staff and activities; contract administration; and computer applications related to the work.
Skill in: Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction; communicating clearly and effectively orally and in writing; analyzing and resolving office administrative situations and problems; researching, compiling, and summarizing a variety of informational and statistical data and materials. Able to: read, analyze and interpret professional periodicals and journals, financial/accounting spreadsheets, technical procedures and government regulations; write report, correspondence, and procedure manuals; and apply concepts such as fractions, percentages, ratios and proportions to practical situations.
