General Summary Under the general supervision of the Customer & Employee Relations Manager, this position is responsible for leading TCLP’s Safety Program which includes but is not limited to analyzing potential workplace hazards, identifying and educating employees on hazard mitigation, ensuring compliance with company safety policies and processes, and navigation of emergency situations for all TCLP employees. They are responsible to ensure health, safety, and environmental laws are followed and that mandated training is completed.

Regularly conducts workplace safety and environmental risk assessments; recommend, implement, and enforce preventive measures.
Ensure all safety practices meet or exceed federal, state, and local standards as well as TCLP policies.
Provide safety information during onboarding of new employees or when warranted by changes in job duties.
Develop, coordinate, administer, track, and report compliance with, all environmental, health and safety training, including both in-person and online.
Organize and coordinate training with external presenters.
Organize and facilitate regular Safety Committee meetings, including recruitment of members and communication of committee progress on issues.
Organize and facilitate regular safety meetings for all employees, including development, presentation of content, and minutes.
Develop and coordinate community electrical and telecom safety educational events (police, fire, schools).
Review, improve, maintain, train, and provide recurring drills related to the company’s Emergency Action Plan.
Responsible for the Hazard Communication program and ensuring that SDS are compliant.
Review, maintain, train, and ensure compliance with company environmental plans (SPCC/PIP). Responsible for incident reporting as directed by the plans.
Review, improve, train, and ensure compliance with the company Physical Security & Visitor Policy.
Prepare memos, notices, letters, and reports, ensuring information and material is properly communicated to employees.
Review, improve, facilitate, and ensure compliance with Safety Incident Process, including performance of incident investigations and incident reporting to capture lessons learned and recommended corrective action for future risk mitigation.
Act as company safety coordinator during local or regional emergency events.
Provide safety briefing to visitors and mutual aid crews.
Create, improve, maintain, and provide training in all safety-related forms, processes, and policies.
Develop and perform inspections for the purpose of ensuring compliance with safety rules and regulations, including a schedule of routine inspections.
Report regularly on company safety performance, including benchmarking analysis with peer groups and other utilities.
Effectively collaborate with other department personnel, including the Operations Manager and Sustainability and Key Accounts Manager (facilities).
Keep current on changing environmental health and safety laws, regulations and best practices, modifying company policies, procedures, practices, and equipment as required for compliance.
Required to follow TCLP Safety Manual and wear required personal protective equipment. Attends training for safety awareness or skills improvement as required by supervisor, TCLP, or government agency such as MIOSHA.
Performs other duties as necessary.
Knowledge, Skills, Abilities and Minimum Qualifications The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Bachelor’s degree in environmental safety, engineering, occupational safety and health, organizational training and development, or a related field. A combination of education and experience in safety may be considered in lieu of a degree.
Experience working in a safety role.
Minimum of three (3) years’ experience in training and development management.
Knowledge and understanding of federal, state, and local standards and regulations related to safety.
Must have or acquire OSHA 30-Hour certification within six months of employment.
Excellent leadership skills: demonstrated ability to communicate clearly, provide feedback and suggest improvements. Demonstrates a calm and decisive leadership approach during emergency situations.
Analytical skills: demonstrated aptitude for identifying and resolving complex problems utilizing critical thinking and logical reasoning. Ability to analyze information and recommend corrective courses of action, both verbally and in writing.
Excellent communication skills: present information clearly and effectively in both written and verbal presentations to a variety of stakeholders internally and externally.
Ethical conduct: demonstrated ability to handle matters of confidentiality discreetly on issues requiring varying degrees of sensitivity.
Scope of influence: demonstrated ability to influence company leadership and motivate the workforce to improve safety culture.
Demonstrated ability to work effectively under stress; work within deadlines and changes in work priorities, all while maintaining a focus on safety.
Proficient in the use of various computer systems, software applications, and office equipment such as word, excel, Teams, SharePoint, photocopier, fax, scanner, printer, etc.
Maintenance of a valid State of Michigan driver’s license is required.
In addition to the above-mentioned requirements, this position requires the ability to read, write, speak, and understand the English language as necessary for the position; the ability to follow written and oral instruction; and be physically and mentally able to perform the essential duties of their position. Regular, consistent, and predictable attendance is also required.
Preferred Qualifications
Master’s degree in public health, Safety Management, Environmental Health, Industrial Hygiene or equivalent.
Five years of experience in safety program management.
Experience in a utility environment (electric, telecom, water, and/or sewer).
Experience in construction industry safety.

While performing the duties of this job, the employee regularly works both in an office and in the field. The employee is regularly required to communicate in person and by telephone, read regular and small print, view, and produce written and electronic documents and enter data on a computer keyboard. The employee must be mobile in both an office and field setting, stand, sit, stoop, walk and kneel, use hands to finger, handle, or feel and reach with hands and arms. The employee must occasionally lift and/or move items of light to moderate weight and must frequently operate a vehicle to travel to other locations.
While performing the duties of this job, the employee is also required to work in the field to inspect work projects. While on project sites, the employee is occasionally exposed to fumes or airborne particles, outside weather conditions, moving mechanical equipment, unlevel walking surfaces, and the potential threat of electric shock. The noise level in the office work environment is usually quiet to moderate but may become loud on project sites.
Salary range is $73,048-$109,572, dependent on education and experience, with a competitive benefits package that includes health, 100% employer paid dental and vision insurance, a 10% employer contribution to a 457 deferred compensation plan and a defined benefit pension plan.
Employees shall maintain a permanent and bona fide residence in a location that allows for a response time to the Service Center within no more than 60 minutes under normal driving circumstances within 6 months of employment.
