The City of Ellensburg has a vacancy for a full-time Water/Storm Program Coordinator in the Public Works Department. The goal of this position is to ensure compliance with state and federal regulations and achieve the City’s goals related to stormwater and water resources.
The Water/Storm Program Coordinator is responsible for assisting the Water Resources Manager with administration and complex compliance tasks pertaining to the City’s stormwater and water resources program as governed by the City’s Stormwater Program Management Plan, Eastern Washington Phase II Municipal Stormwater Permit, the City of Ellensburg’s Water System Plan, and the Washington State Department of Health’s regulation of the City’s Water System.
In collaboration with City, state, and federal agencies, and under the general direction of the Water Resources Manager, the Water/Storm Program Coordinator will ensure work quality and adherence to established policies and procedures, perform technical, organizational, customer service, and administrative tasks relative to the water and stormwater utilities, and coordinate, review, and participate in the activities of the Public Works Department.

QUALIFICATION REQUIREMENTS:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
REQUIRED EDUCATION and EXPERIENCE:
Bachelor’s degree in engineering, environmental science, chemistry, biology, hydrogeology, or a related field
Five (5) years of related experience including one (1) year of stormwater and/or water resources experience
One (1) year of relevant experience with state compliance protocols.
Note: An equivalent combination of education and experience may be considered
CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
Must possess a valid State driver's license or have the ability to obtain one prior to employment; must maintain an insurable driving record.
Must maintain current First Aid/CPR/AED certification.
PREFERRED QUALIFICATIONS
Washington Waterworks Specialist or Operator-In-Training Certification
Certified Erosion and Sediment Control LEAD (CESCL)
Bilingual English/Spanish
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
Familiarity with Public Works principles, practices and methods as applicable to a municipal setting; ability to learn and understand applicable City, State and Federal policies, laws, and regulations relating to potable water and stormwater management.
Proficient in the use of computers, Microsoft 365 programs, and GIS; must have advanced Excel skills and the ability to learn other technology quickly; skilled in operating the listed tools and equipment.
Ability to learn and develop a thorough understanding of principles and practices of modern public administration; ability to accurately record and maintain records in accordance with the City’s records management policy and Washington Secretary of State records retention requirements. Must have exceptional attention to detail.
Ability to establish and maintain cordial and collaborative working relationships with employees, supervisors, other departments, officials and the public; must be able to communicate in a clear, concise manner verbally and in writing; ability to respond to common inquiries or complaints from customers, regulatory agencies, and the public; ability to present information in a manner suitable to different audiences.
Ability to respond to stressful situations in a calm, professional manner.
Ability to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations. .
Ability to present information and respond to questions from groups of managers, clients, customers, and the general public in a clear, concise manner, and appropriate for the intended audience.
Ability to perform basic calculations and mathematical operations.
