The Traffic Management Division is responsible for the installation, operation, and maintenance of all traffic control devices in the City. This includes signs, pavement markings, parking meters, 275 traffic signals and transportation-related technology systems. Under the direction of the Deputy Director of Operations for the Department of Transportation & Environmental Services (T&ES), the Chief of Traffic Management designs, develops, manages, and implements all initiatives, functions, and activities of the Traffic Management Division. This position serves as a key advisor on strategic, technical, operational, and policy matters, as well as other risks and decisions critical to the Division’s and Department’s success.
The incumbent leads and oversees a diverse team, assigning work, maintaining morale, motivating staff, and enforcing discipline. This position represents the division and department in meetings, presentations, and coordination efforts with City leadership, staff, the Police Department, consultants, contractors, material suppliers, and other stakeholders to advance the City’s strategic goals.
The Chief Engineer may also manage related teams or be assigned special projects, provided the responsibilities align with the level of the position. This role is subject to 24-hour callback during emergencies and may respond to citizen inquiries after hours via phone, text, or email.
The Opportunity
Manages all aspects of the Traffic Management Division (TMD), including planning, prioritizing, and directing its functions and personnel, such as those responsible for manufacturing, contracting, construction, inspection, testing, repairs, and maintenance of traffic control and intelligent transportation systems (ITS) devices.
Develops and implements operational policies and procedures to ensure safe and reliable delivery of services; identifies problem areas and develops comprehensive solutions.
Communicate rules and procedures to staff through superintendents and supervisors.
Oversee personnel decisions, including hiring and disciplinary actions; conducts investigations and recommends appropriate actions.
Evaluates employee performance, identifies areas for improvement, and monitors division-wide performance with an emphasis on workplace safety.
Resolves personnel issues and provides coaching and guidance as needed.
Assists with placing the Divisions assets into a digital inventory system and ensure proper controls are adhered in the Traffic Division’ warehouse.
Establishes performance measures and promotes the use of maintenance management systems to support department and City strategic plan goals.
Conducts or oversees research, inspections, and analyses to evaluate materials, equipment, and procedures for policy compliance and process improvement.
Responds to public concerns and inquiries in a timely and professional manner.
Directs the preparation and implementation of the division’s operating budget and grant proposals; monitors expenditures to ensure compliance with budget and policy guidelines.
Oversees the development of RFPs and bid documents.
Provides staff support to boards and commissions such as the Transportation Commission and Traffic and Parking Board; attends City Council and civic meetings to respond to questions and project updates.
Assists in the development of construction documents and capital projects.
Represents the Director or Deputy Director at meetings, conferences, and events, as assigned.
Uses sound judgment in managing day-to-day operations and emergency responses, including major weather events, roadway incidents, and homeland security matters.
Plays a leadership role in incident response and exercises requiring the implementation of the National Incident Management System (NIMS) and Incident Command Structure (ICS).
Performs other duties and responsibilities as assigned.

Minimum & Additional Requirements
Bachelor’s degree from an accredited educational institution in a field applicable to traffic operations such as civil engineering traffic/transportation engineering or electrical engineering; five years of progressive professional experience in traffic operations including three years of experience managing technical/ professional or front-line staff or any equivalent combination of experience and training which provides the requisite knowledge, skills, and abilities. Certification as a professional engineer (PE) in Virginia (or the ability to gain certification within six months). Valid motor vehicle operator’s license.
Preferred Qualifications
Preferred qualifications include a master’s degree in civil or transportation engineering, or a related field; possession of a Professional Traffic Operations Engineer (PTOE) certification is strongly preferred. Ideal candidates will have at least 10-15 years of progressive experience in municipal traffic operations or transportation programs, including five years in a supervisory or management role. Experience working in a unionized environment, overseeing capital projects, coordinating emergency response, and implementing Vision Zero or multimodal safety strategies is highly desirable. Strong communication skills and familiarity with VDOT, MUTCD, AASHTO and ADA/PROWAG standards are also preferred.
