General Purpose This position is responsible for servicing and maintaining all process control devices at all BED Generating Assets. This position is also responsible for the overall operational duties of the Winooski One Hydro Station.

Essential Job Functions • Maintain, calibrate, and repair all process control devices at all BED Generating Assets, including but not limited to: control temperature transmitters and indicators, positioners, transducers, controllers, and recorders, as well as many hydraulic, pneumatic, digital, and analog control systems. • Conduct routine inspections and tests of operating instruments and controls. • Maintain all appropriate records for control equipment. • Maintain documentation established by manufacturers, owners and/or government agencies on instrumentation. • Maintain all meters and tools used for instrument calibration in accordance with the National Bureau of Standards specifications. • Contact vendors regarding tools, spare parts, and supplies to maintain inventory in support of instrumentation. • Maintain and test on a regular basis the metering systems to meet quality control standards. • Work closely with operating and maintenance personnel to determine problems and resolve them with minimum impact on operations. • Maintains, tests, and calibrates portable personal alarm detectors used for the Confined Space Entry Program. • Works closely with the Generation personnel to design, purchase, and install plant modifications or upgrades. • Perform equipment inspections and preventive maintenance functions in cooperation with other Generation personnel. • Takes lead role on trouble shooting and repair of electronic controls. • Comprehend the operation and controls of complex systems such as the Regenerative Selective Catalytic Reduction device. • Assists with turbine representative and Generation personnel during Steam Turbine Evaluation Program (STEP) and outages for repair and troubleshooting issues. • Maintains maintenance and records of machinery. • Performs and trains other staff on the duties of BED’s Hydro Generation Technician related to Winooski One Hydro Station. • Performs BED’s Gas Turbine Operator Level 1 and Level 2 qualified duties. • Perform the Gas Turbine (GT) on call responsibility on a rotating basis by responding to after hour callouts to qualify the GT to participate in the ISO-New England Forward Reserve Market (“FRM”). • Provides back-up for maintenance of Continuous Emissions Monitoring System. • Instructs station staff on plant Generation operating systems, use of technical manuals, station operating system software, and technical repairs. • Provides technical instructions and operational recommendations to station Staff. This includes, but not limited to, annual station overhauls, special projects, etc. • Assists the Director of Generation Engineering & Maintenance with developing 5-year maintenance and capital plans.
Non-Essential Job Functions: • Perform other duties as required. • Gives technical tours to general public as required. • Unloads railcars as needed.
• Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies. • Demonstrated commitment to diversity, equity, and inclusion as evidenced by ongoing trainings and professional development. • Must possess an associate degree in engineering or completion of a two-year engineering technical program and nine years related experience. • Additional experience may be substituted for a degree requirement on a two-for-one year basis. • Must have a Certified Instrumentation Technician (CIT), Certified Controls System Technician (CCST), Certified Automation Professional (CAP), or equivalent certification. • Attend a minimum of 16 hours of supervisor approved training every three (3) to five (5) years. • Must have knowledge of the fundamentals of pipefitting, electrical and mechanical trades. • Ability to perform complex mathematical calculations is required. • Ability to understand Generation systems with the insight of interacting components and how those components can affect interrelating systems. • Must be able to read control schematics and diagrams and draw up loop sheets. • Ability to work with precision measuring instruments is required. • Ability to operate in a Windows based operating environment using word-processing, spreadsheets, emails, and database software required. • Ability to work with the generation control systems and software is required. • Must have the ability to interact harmoniously with coworkers. • Ability to work overtime as needed consistent with provisions of the BED/IBEW Collective Bargaining Agreement. • Ability to remotely operate Winooski One Hydro is required. • Ability to participate in various training such as confined space, CPR, First Aid, etc. • Ability to work in uncomfortable environmental conditions. • Must be able to work independently and prioritize duties. • Must pass pulmonary function test. • Must have the ability to wear a respirator. • Must have the ability to enter a confined space and elevated areas. • Must be physically and mentally fit. • Must adhere to safety procedures. • Must have the ability to operate heavy equipment. • Must wear proper safety equipment, including, but not limited to; work boots, high voltage rubber gloves, safety glasses, hard hats, respirators, hearing protection devices, and safety harnesses. • Regular attendance is necessary and is essential to meeting the expectations of the job functions. • Ability to understand and comply with City standards, safety rules and personnel policies.
