Hiring Range: $103,175-$116,072 per annum

Who We Are:
Our Transportation Department ensures the safety and efficiency of transportation systems for Peel’s urban and rural communities. Our mandate involves planning, developing, and maintaining infrastructure. This includes implementing traffic management strategies, maintaining roadways, and optimizing public transit routes to enhance accessibility and minimize congestion. Additionally, our department focuses on promoting sustainable transportation options to reduce environmental impact and improve quality of life for residents. Through collaboration with various stakeholders and community engagement initiatives, we work towards creating a comprehensive transportation network that meets the diverse needs of Peel Region's population.
Reports to: Director, Transportation
What you will do in this role:
Reporting to the Director, the Advisor is responsible for leading the work of the divisional leadership team to achieve operational business excellence through the provision of expertise, project management and decision making relating to strategies that address reputational risk and organizational effectiveness for the division.
Provide strategic advice and implement solutions that enhance organizational effectiveness, align with divisional objectives, and proactively manage reputational risk.
Apply systems thinking and proven project management methodologies to lead the planning, coordination, and execution of strategic initiatives, ensuring timely delivery within budget and scope.
Lead and facilitate team meetings to monitor and communicate progress on divisional initiatives, driving accountability and integration of change management strategies.
Engage internal and external stakeholders—including consultants, cross-departmental teams, and committees—to support the successful launch and adoption of transformation projects.
Analyze the effectiveness of programs and services to promote a culture of efficiency, integration, service excellence, and client satisfaction.
Manage key relationships to anticipate needs and deliver proactive service strategies that meet evolving program and business requirements.
Support the development and implementation of the division’s emergency response and business continuity plans, including protocols, training, and stakeholder coordination.
Champion Culture and Inclusion principles and standardize service delivery approaches across the division.
Develop and maintain a learning and professional development framework, including training needs assessment and coordination with vendors or providers.
Exercise sound judgment and decision-making in a complex, high-pressure environment balancing political, social, technical, and financial considerations.
What we require:
University degree, preferably in Engineering or Business Administration, combined with 6 years of experience managing medium to large-scale projects—or an equivalent combination of education and experience.
Strong knowledge of transportation planning and operations, with proven experience leading complex change initiatives by engaging stakeholders, addressing challenges, and proactively mitigating barriers.
Skilled in applying change management methodologies and implementing plans that drive successful transformation.
Demonstrated experience in business process improvement using proven methodologies such as Lean Six Sigma (or equivalent).
Proven ability to build and evolve programs that foster a client-focused service culture, including experience in organizational development, learning and development, succession planning, and restructuring.
Adept at collaborating across departments with differing perspectives to align on common goals.
Familiar with interpreting and applying relevant legislation, regulations, and standards (e.g., Minimum Maintenance Standards Act, Highway Traffic Act, ESA, OHSA).
Strong grasp of performance measurement, with the ability to identify KPIs, analyze trends, and recommend process improvements to enhance operational efficiency.

Experienced in both short- and long-term project planning and execution, with flexibility to adjust as needed.
High political acuity and organizational awareness, with a deep understanding of the public sector and its political interface.
