The Illinois Municipal Electric Agency (IMEA) and the Illinois Municipal Utilities Association (IMUA) are seeking a Technical Program Specialist to develop and oversee new programs to add to the agencies member services programs. The Manager is part of the Member Services Department and would also assist the Engineering Group from time to time. This role includes providing technical expertise and ensuring the proper execution of technical projects while acting as a liaison between different teams and stakeholders, such as member municipalities, engineers, contractors, consultants, and other utilities. In this position, this person would also assist with the administration of training and safety programs that provide value to member utilities. Reports directly to the VP, Government Affairs & Member Services.
Duties
Assist member municipalities in consultation on technical service issues such as: electric metering/net metering logistics, energy audits, power quality assessments, configuration interface work, and compliance with State laws and Federal regulations.
Utilize technical expertise and project management skills to ensure successful delivery of new and emerging energy projects and programs.
Lead evaluation and implementation of programs such as a demonstration project and long-term installation of an Electric Voltage Control Conservation Program.
Work with Engineering Department to review a Battery Storage Pilot Program cost effectiveness, determine potential funding sources and the most likely Member municipality and system location to install and monitor.
Coordinate management of municipal safety trainers and training programs including recruitment needs and performing member training functions to complement existing trainers availability on an as-needed basis.
Evaluate and provide recommendations of additional training program opportunities to offer to member municipalities for added value to Members’ safety management and all other Member staff training needs.
Assist in coordinating the IMUA Mutual Aid Program during electric system emergencies.
Implement a Member emergency mutual aid equipment program. This would include project management as well as grant/funding compliance needs.
Degree in Business, Engineering or related technical training programs such as safety compliance technology, construction management, or other similar appropriate disciplines.
Proven experience in project management preferably within the electric utility sector or construction sector and familiarity with electric system operations.
Basic computer skills to include use of AutoCAD, spreadsheet, database, and presentation software. Basic programming skills to use metering, RTU and IED vendor software is preferred.
Understanding of utility safety and training requirements and programs. Experience in the electric power industry with public power entities preferred.
Requires regular in-state travel to member communicates.
Ability to communicate clearly and effectively on routine and complex matters with staff and members.
Strong analytical and problem-solving skills.
Excellent communication skills, both written and verbal.
Ability to work independently and collaboratively in a team environment.
IMEA is a wholesale electric supplier to 32 Illinois municipal electric systems with long-term contracts with its member utilities. Each of these communities owns and operates its own electric distribution system, with over half owning and operating local power generation plants. IMEA provides service to members through a combination of joint power plant ownership and long-term power supply agreements, as well as market-related energy and operational services. IMEA also manages a wholesale natural gas agency, the Illinois Public Energy Agency that serves 12 municipal gas systems and 2 cooperatives in the state of Illinois.
