The City of Maple Valley’s Public Works Department seeks to hire an Associate Engineer
Under the direction of the City Engineer, the Associate Engineer will manage the planning, development and implementation of a variety of Public Works projects and programs including: Transportation Improvement Program, the City’s Comprehensive Solid Waste Management Plan, Comprehensive Solid Waste, Recyclables and Yard and Food Waste Collection Contract and Franchise programs, the grant funded Solid Waste, residential and business recycling programs and will serve as the city representative to the Metropolitan Solid Waste Management Advisory Committee. The Associate Engineer will also manage Capital Improvement Projects during the planning, design, and construction phases. The Associate Engineer manages the Public Works adopt-a-road program, procures and administers service contracts, grants, interlocal agreements with other agencies, and prepares and presents material for presentation to the Maple Valley City Council.
Under direction from the City Engineer, the Associate Engineer performs a variety of professional engineering and program management duties. Responsibilities include:
Capital Improvement Project (CIP) Management: Plans, develops, reviews, and implements designs, specifications, and cost estimates for public works projects (e.g., utilities, streets, signals, and facilities). Oversees the bidding, award, contract administration, and field inspection processes. Ensures compliance with City, State, and Federal standards, and monitors budgets and timelines.
Solid Waste Contract and Program Administration: Manages solid waste contracts and franchise agreements, including development, evaluation, negotiation, and implementation. Oversees the Solid Waste Interlocal Agreement with King County. Tracks regulatory compliance, recommends rate adjustments, coordinates recycling programs, reviews monthly hauler reports, addresses customer concerns, and represents the City in regional meetings (e.g., Metropolitan Solid Waste Management Advisory Committee).
Solid Waste Grants: Acquires and administers grants for solid waste and recycling programs. Prepares documentation, selects consultants, and ensures compliance with grant requirements.
Traffic and Signage Management: Administers the King County Traffic Discretionary Work Order System for signage. Coordinates repairs and maintenance of damaged or malfunctioning traffic signs, school zone beacons, and City-owned signals.
Volunteer Programs: Manages community-based programs such as Adopt-A-Road, water quality monitoring, and other volunteer-driven initiatives (e.g., Eagle Scout projects).
Grant Writing and Administration: Prepares and manages state and federal grant applications for transportation improvement projects. Monitors project implementation and reporting compliance.
Community Engagement: Responds to inquiries and complaints from residents, businesses, and community groups. Logs and monitors issues using the City’s work order system (Elements).
Procurement Coordination: Solicits contractors and consultants through MRSC Small Works and Consultant Rosters for CIP and environmental programs.
Public Communication and Records Management: Conducts research, maintains engineering and program records, and prepares public-facing materials such as newsletter articles, press releases, and event flyers.
Attendance and Availability: Must maintain regular, reliable, and punctual attendance. May be required to work flexible hours, including evenings or weekends, and travel for meetings or inspections.
Other Duties as Assigned: Performs additional tasks as needed in support of department goals.
Excellent oral and written communication, interpersonal, public speaking, negotiation, and public relations skills.
Strong project management, analytical, and creative problem-solving abilities.
Ability to represent the City professionally and courteously.
Proficiency with general computer applications (e.g., Microsoft Office, email, databases).
Knowledge of Washington State Administrative Codes (WAC) and Revised Code of Washington (RCW) related to bidding, contracting, procurement, project management, and public works closeout procedures.
Familiarity with Manual on Uniform Traffic Control Devices (MUTCD), WSDOT Design Standards, and AASHTO Guidelines.
Demonstrated ability to work collaboratively with interdisciplinary teams, senior management, contractors, and the public in a politically sensitive environment.
Commitment to high public service performance and accountability standards.
Ability to manage multiple tasks and work effectively under pressure and time-sensitive deadlines.
Education and Experience:
Possession of a Washington State Professional Engineering (PE) license, or the ability to obtain one within one year of employment.
Bachelor's degree in Civil Engineering or a closely related field from an accredited university.
A minimum of three (3) years of professional experience in engineering, construction management, contract administration, or project management is preferred.
Special Requirements:
Valid Washington State driver’s license, or the ability to obtain one by the start of employment.
Must be insurable under the City’s automobile insurance policy.
Availability to work occasional evenings and weekends as required.
All City staff are required to be available to respond to emergencies and perform duties as assigned during off-hours when necessary.
Physical Requirements:
This position is primarily office-based but includes field work for data collection and site inspections.
Requires the ability to walk, stand, and lift objects and records weighing up to 40 pounds.
Must possess fine motor skills, as well as auditory, verbal, and visual capabilities sufficient to perform job functions.

This is a full-time, FLSA Non-Exempt position and is designed to provide a mid-level engineer with experience in all functions of government related to public works engineering and operation. The salary range is $101,710 - $128,695+ competitive benefits to include:
