The Utility Operations Engineer is a contributor who oversees the planning, management, and works with Superintendents on the daily operations of the water and wastewater systems, ensuring exceptional service to the community.
Under general administrative direction of the General Manager, the Utility Operations Engineer oversees the installation, maintenance, and repair of the water supply, distribution facilities, and wastewater utility operations and systems to protect the public health in accordance with state and federal regulations. Ensures CLCWA operates safely and in compliance with all environmental permits, procedures, and policies of the Company. This role involves implementing short- and long-term plans, managing budgets, and directing Capital Improvement Projects (CIP).
Advising Duties
Ensure that all projects comply with local, state, and federal environmental regulations and standards, including permitting and reporting requirements.
Prepare detailed cost estimates, construction schedules, and feasibility studies to support the planning and execution of projects.
Review engineering designs, drawings, and specifications to ensure high-quality deliverables.
Reviews with superintendents all field matters and reviews overtime time sheets.
Administers and provides technical support during construction and major repair projects from the planning, development, review stage through conducting site inspections, resolving issues and project acceptance; inspects projects for conformance with specifications.
Manages, directs, and coordinates with field Superintendents.
Communicate with all levels of staff on matters of work.
Analyzes proposals and develops recommendations to the General Manager regarding policies, programs, systems expansions and acquisitions; analyzes information pertaining to capital needs, methods, and budgets.
Mentor and support junior team members in developing their technical skills.
Process Improvement
Assists the General Manager in the development and implementation of district goals, objectives, and priorities.
Oversees the planning, constructions, operation and maintenance of water, sewer and drainage systems.
Develops and implements goals, objectives, procedures and work standards for the departments.
Inspects facilities and observes field operations to assess conditions, needed work, and staff work performance; trains and participates in the field work; responds to emergencies and handles peak work-loads by assessing needed repairs; and working with others to repair lines, pumps, valves, treatment facilities, and equipment as needed.
Works with the General manager to review and negotiate contracts.
Contributes to the efficiency and effectiveness of the CLCWA's service to its customers by offering suggestions and directing or participating as an active member of a
Reporting and Budgeting
Prepares and exercise responsibility for reports required by state and federal regulator agencies.
Reviews all invoices regarding system supplies, maintenance and engineering.
Oversees the field budget.
Estimates department revenue and expenditures; assists with justifications for rate changes and for expenditure budget requests; monitors revenue and expenditures to assure compliance with budgets; accounts for variances between projected and actual revenue and expenditures.
Serves as designated “emergency personnel” reporting to work site during declared emergencies.
Responsible for establishing and ensuring a safety culture and awareness program with required monthly, department safety meetings and compliance.
Must be available for emergency operations to serve community needs when necessary.
Representing CLCWA
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of utilities.
Coordinates the location of water, sewer and drainage facilities with other utility companies.
Represents CLCWA with dignity, integrity, and a spirit of cooperation in all relationships with staff and the

EDUCATION, EXPERIENCE, AND CERTIFICATION
REQUIRED
A bachelor’s degree in civil engineering, or related field.
Professional Engineer license in the state of Texas.
Valid Texas driver’s license, and ability to maintain an insurable driving record.
An understanding of concepts of water, sanitary sewer, storm sewer, wastewater treatment and collection systems.
Three years supervisor experience.
MS Office Suite proficiency.
PREFERRED
Five years supervisory experience.
Ten years municipality experience.
Three to five years water and wastewater experience.
TCEQ class A license preferred

PREFERRED

Extensive knowledge of water distribution systems and wastewater collection systems.
Knowledge of Microsoft products: Excel, Word, Outlook, PowerPoint, Teams, SharePoint, etc.
Bi-lingual – English/Spanish
Knowledge of federal and state water quality regulations.
Ability to operate office equipment such as calculator, copier, phone, fax machine.
