PURPOSE OF CLASSIFICATION Under the direction of the city manager, the purpose of the position is to provide comprehensive administration for the City’s public works functions in both current and long-range City initiatives. The position administers and oversees all public works operations and capital program including water and wastewater treatment, water distribution, wastewater collection, and utilities maintenance. Additional areas of responsibilities comprise the solid waste operations including refuse collection and recycling, equipment services, and engineering, to include stormwater, streets and traffic, natural resources, and resiliency. This position demands high accountability for the financial management inherent in public works operations, including equipment, materials, and supplies utilized in performing all manner of utilities installation, construction, maintenance, and repair. Performs related work as required.

Directs and administers the City’s utilities operations, to include water and wastewater treatment, water distribution, wastewater collection, utilities maintenance, solid waste, equipment services, streets and stormwater, natural resources, and resiliency.
Administers planning and coordination of the water/wastewater treatment, collection, and distribution operations, and the installation, construction, maintenance, and repair activities for the City.
Establishes purchasing policy and procedures; directs purchasing activities, to include review, approval, and coordination of purchase orders, invoices, and bids for operational, maintenance and equipment expenses.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Plans, organizes, and manages, either personally or through subordinate supervisors, all departmental functions and activities in order to ensure the effectiveness of the department; coordinates activities and assignments; ensures proper allocation of personnel and other resources.
Manages and evaluates utility services and programs; determines proficiency level and identifies areas requiring improvement; formulates and executes action plan to correct deficiencies; investigates complaints against department personnel.
Develops and prepares long range management plans; evaluates operational and organizational needs, statistical data, growth trends, and community needs; makes presentations and recommendations to City administrators regarding utility services.
Reviews, monitors, and develops procedures to assure City compliance with all local, State, and Federal regulations governing public water/wastewater collection, distribution, treatment systems, and stormwater management.
Provides oral presentations to the City Council concerning project status, equipment needs and purchases, policy and procedure changes, and related department issues.
Oversees and monitors the implementation and adherence to established safety regulations and practices in reference to utilities and streets and traffic functions and solid waste management activities.
Formulates and develops policies and standard operating procedures; monitors implementation of departmental rules and regulations; updates departmental guidelines according to federal, state, or local legislation.
Ensures all departmental activities comply with applicable local, state and federal codes, ordinances, laws and regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
Consults with City Manager and other officials to review department operations/activities, review/ resolve problems, receive advice/direction, and provide recommendations; attends City Council and CRA meetings; provides testimony at City Council and CRA meetings regarding department projects and activities; prepares agenda items and reports; and makes presentations.
Oversees and manages multiple professional design and construction contracts; develops and writes project specifications and requests for proposal; evaluates submissions and selects contractors; monitors project progress and budget adherence; reviews reports; meets with consultants and contractors.
Develops and implements departmental budget, including operating, maintenance and capital improvements; monitors expenditures and revenues to ensure compliance with approved budget; approves purchase orders; makes budget presentations as requested.
Reviews state and federal regulatory reports for accuracy, completeness, and adherence to required reporting standards; coordinates with state and federal regulatory agencies as needed.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, workshops and seminars as appropriate.
Provides oral presentations to the City Council concerning project status, equipment needs and purchases, policy and procedure changes, and related department issues.
Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts; provides information, assistance, and/or resolution accordingly.
Maintains and facilitates effective communications with regulatory agencies, advisory boards, City department heads, staff members and other entities relevant to functions under charge.
Reviews and approves various records, reports, and documentation concerning functions under charge, i.e., work orders, purchase requisitions, contracts, time sheets, activity reports, regulatory reports, schedules, progress reports.
Provides for review and approval of all technical specifications; creates design and equipment standards.
Prepares City Council and CRA agenda briefings, progress reports on capital projects, requisitions, and various correspondence and memoranda.
Participates in City disaster and emergency preparedness planning.
Ensures routine inspections and monitoring of work/project sites during and upon completion for adherence to established regulatory practices, work orders and assigned objectives.
MINIMUM QUALIFICATIONS
Bachelor's degree in Engineering, Civil Engineering, Environmental Engineering or related field
Ten years of progressively responsible management experience in public works administration, including experience with water production, wastewater and solid waste operations, stormwater management, traffic engineering, etc.; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess and maintain a valid Florida Driver License, "Class E", with a driving record that meets or exceeds minimum City standards
A Professional Engineer (PE) License and master's degree are preferred.
