GENERAL DEFINITION OF WORK:
This is highly specialized technical work monitoring and controlling the electrical transmission and distribution system on an assigned shift. Work is performed in accordance with established policies and operating procedures, however skilled independent judgement in handling unexpected or emergency situations is expected. An incumbent will have the responsibility and authority to implement real-time actions to ensure the stable and reliable operations of the electrical system. Work is performed under the supervision of the Supervisor of System Operations. Work is reviewed through observations, technical competence, and compliance with established operating procedures.
TYPICAL TASKS:
Operates all equipment in the monitoring and controlling of the electrical transmission and distribution systems in compliance with all applicable policies and procedures issued by the North American Electric Reliability Corporation (NERC). Exercises authority over all system personnel as directed in the implementation of real-time actions that ensure the stable and reliable operations of the electrical system. Regulates all system operations, frequency and voltages and directs or controls reactive resources and coordinates MVAR flow with neighboring systems. Schedules and coordinates outages and directs and/or controls associated switching orders. Directs and/or controls the switching of system elements. Directs the restoration of the transmission and distribution system following system outages, load shedding, islanding or blackout. Initiates control actions to mitigate thermal, stability, and voltage limit violations. Answers trouble calls and dispatches appropriate personnel to restore power. Responds to customer complaints involving service disconnection, distribution outages, reliability issues and other various situations. Performs calculations, collects and enters data, maintains records and logs and prepares reports as directed. Performs related tasks as required. Operates “Responder” trouble call analysis and provides limited customer service functions after normal business hours. Ability to lift up to 50 pounds.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of all operating procedures and practices used for the safe, reliable operation of the electrical system facilities and related equipment. General knowledge of the principles of electric theory and circuitry. Ability to act calmly in stressful emergency situations. Ability to establish and maintain effective work relationships with other employees, utilities and the public. Ability to effectively communicate orally and in writing. Ability to perform calculations, collect and enter data, maintain records and log and prepare reports. Ability to operate various computer systems and programs. Ability to work rotating shift work schedule including nights, weekends and holidays. Well versed in current NERC, FRCC and FERC procedures and standards. Well versed in the application of KUA’s Outage Management System.
EDUCATION AND EXPERIENCE:
Graduation from high school or GED and extensive experience in working with electrical equipment or performing electrical work. Must have an electric utility background relating to power generation, transmission and distribution. Any combination of experience, training and education.
SPECIAL REQUIREMENTS:
Must possess or obtain within 6 months of hire and maintain NERC Certification as NERC Certified System Operator. Possession of a valid appropriate driver's license issued by the State of Florida.
