Are you a collaborative engineer passionate about improving our watersheds, stormwater quality, and reducing flooding through the implementation of innovative and sustainable stormwater capital improvement projects?

The Fairfax County Department of Public Works and Environmental Services (DPWES), Stormwater Management, seeks a Water Resources Engineer to provide project management and engineering design of watershed restoration and stormwater capital improvement projects. Responsibilities include:

• Leads the Water Resources Engineering Section in the North's Watershed Projects Implementation Branch, managing a team of engineers and consultants, while overseeing projects and consultant contracts for initiatives like stream restoration, low impact development, detention basin upgrades, flood control, and other water and environmental projects.
• Manages projects by setting and overseeing the scope, timelines, resources, and relationships with stakeholders as well as handling permits, coordination, contracts, and communication, while making sure everything aligns with County and Division safety policies.
• Collaborates with external engineers, environmental experts, and construction teams to make the most of County resources while ensuring that construction documents, such as plans and specs from architecture and engineering firms, are up to standard. Also, ensures that all documents comply with local, state, and federal laws, obtains the required permits, and manages project schedules and budget estimates.
• Manages utility relocation proposals and contract payments and collaborates on project designs with county and non-county agencies and residents. Prepares and delivers presentations to residents to inform and gain support from the community and stakeholders.
• The ideal candidate should have strong oral and written communication skills, along with the ability to establish collaborative relationships with elected officials, executive managers, other professionals, residents and environmental groups.

The Stormwater Planning Division is a nationally recognized team that plans and implements a comprehensive stormwater assessment and management program to improve water quality and the health, safety, and welfare of its 1.2 million residents. The Division is committed to protecting the Chesapeake Bay, equitably reducing flood risk and improving stormwater management and the water quality of the County’s approximately 400 square miles of local watersheds through cost effective implementation of sustainable and resilient projects.

Note: This position is required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis..

*A $5,000 signing bonus is available to new county employees hired in the Engineer V position.

Depending on the functional area of assignment:

• As a branch chief plans, directs and supervises the work of a group of engineers or architects in the design or construction of highly complex projects such as buildings, transportation or stormwater projects, solid waste management or wastewater facilities that includes inter-departmental and partnership project to assure project design and project management are timely, cost effective, and high quality;
• Manages the required regulatory review and approves construction documents for compliance with applicable County codes and policies;
• Leads and participates on various county and stakeholder committees to facilitate improved processes, develop new policies and procedures and recommend revisions to codes, ordinances and design standards;
• Supervises the work of a group of engineers in the review of subdivision plans for impact on critical county infrastructure, such as stormwater management, wastewater treatment, or main traffic arteries;
• Heads planning and conservation programs of significant impact;
• Makes high level decisions on annual budget, blanket procurement contracts, consultant contracts, or investment in software updates;
• Performs the most difficult or highly technical design reviews or reviews of site or subdivision plans and capital projects;
• Ensures work performed under contract meets county standards and agreed upon specifications and timeframes, and permit and regulatory requirements;
• Signs off on the work of the branch and may sign and seal own work product and/or that of subordinate staff;
• Provides technical engineering guidance and input on key projects throughout the conceptual, preliminary and final design and construction phases;
• Supervises work performed under contract and maintains professional control of projects to completion;
• Attends public meetings and conferences, and makes recommendations concerning county budget appropriations for operations and/or projects;
• Prepares manuals, reports, standard operating procedures, and guidelines for the operation of the work group, branch, or division;
• Reviews and supervises proposed revisions to technical design standards and ordinances;
• Prepares and makes presentations to boards, commissions, committees, and senior management;
• May serve on leadership and management working groups including business area teams;
• Serves on technical committees and provides expert testimony at public hearings;
• Provides code related technical training;
• Registered Architect may sign and seal own work product and/or that of subordinate staff.

 

Required Knowledge Skills and Abilities

• Considerable knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
• Considerable knowledge of computer applications and software (such as CAD) that is associated with the preparation of plans and engineering computations;

• Considerable knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
• Considerable knowledge of real property descriptions;

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:

• A valid driver's license. 
• Possession of a valid Virginia Professional Engineer or Architect license.
• DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• Experience overseeing the design and construction of watershed restoration and stormwater capital improvement projects.
• Proven ability to manage architectural or engineering contracts for the development of construction plans.
• Proficiency in conducting hydrologic and hydraulic analyses.
• Skilled in using the Esri ArcGIS platform to develop and maintain maps, data, analyses, and applications that support business processes; includes desktop GIS (ArcGIS Pro) and web GIS tools such as ArcGIS Online, ArcGIS Enterprise, Field Maps, Survey123, Collector, and Web App Builder.
• Familiarity with riparian corridor assessment and ecological restoration techniques, including native plantings, natural channel design, step pool conveyance systems, floodplain reconnection, and other best practices suited to site conditions.
• Experience utilizing software tools for project management, resource allocation, scheduling, and for reviewing and preparing construction plans.
• Knowledge of and experience implementing the Virginia Stormwater Management Program and Erosion and Sediment Control laws within the stormwater sector.

PHYSICAL REQUIREMENTS:
Ability to communicate effectively both oral and in writing. Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings, provide coverage, and to review inspection of contractors. Ability to physically navigate rough and slippery terrain found at typical construction sites to perform field inspections at project construction sites or potential sites for future facilities to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping and fall hazards, and sudden movement of heavy equipment. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection safety footwear, long pants, sleeved shirt, and personal fall arrest harness.
