The Director of Public Works plays a critical role in shaping the infrastructure & ensuring the efficient operation of vital services across seven key divisions. This position requires strategic leadership to develop & implement policies that impact the daily lives of residents & the broader community, making it an essential contributor to the city's vibrancy. Duties: · Directs, manages & coordinates a major department within the city comprised of seven operating divisions including Central Garage, Engineering, Flood Control, Landfill, Sanitation, Streets & Traffic Control. · Develops & implements policies, procedures & programs of the public works department; establishes, implements, & achieves department goals & objectives. · Supervises Public Works personnel, evaluates performance, handles confidential information; analyzes & interprets cost reports, work records & operating procedures; prepares technical reports & evaluations. · Prepares & administers budgets; oversees departmental purchasing. · Manages activities related to department services & functions including evaluating service efficiency & effectiveness; interprets & makes decisions in accordance with regulations, policies & procedures. · Oversees maintenance & operation of flood control program including an extensive federal levee system; oversees maintenance & operation of multi-county landfill/solid waste program & residential sanitation collection services including refuse, yard waste/composting & curbside recycling. · Manages construction, maintenance & repair of extensive public streets & right-of-way network including traffic signs, signals & markings. · Handles departmental purchasing; directs preparation of specifications for purchase of equipment, materials & facilities. · Serves on City’s Development Review Team (DRT); coordinates work & assignments with staff, other departments, & outside agencies. · Attends meetings & reports to City Commission & other boards & commissions as required; engages in public speaking opportunities.
Education: · Bachelor’s degree in civil engineering, business administration, public administration, or closely related field. · Master’s degree may be substituted for some work experience. · Registration as a Professional Engineer in Kansas preferred but not required.
Experience: Ten (10) years of progressively responsible management & engineering or public works experience, including experience with fleet management, public works engineering, flood control systems, solid waste programs, traffic control & safety.
Requirements: · Must live within the corporate limits of the city. · Must possess a valid Kansas driver’s license.
Work Type: Light, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to negligible amount of force constantly to move objects.
Paid Time Off: · 60 hours of vacation available upon hire; additional 60 hours earned during the year (120 hours in first year). · 96 hours of sick leave during first year.
Pay DOQ EOE: Pay Range: $103,710-165,938/yr.
