The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.
About the Opportunity: As an Energy Engineer, you will provide vital services to public agencies across the state, managing energy performance contracting projects and technical assistance. Your responsibilities will include supporting energy and resource efficiency initiatives in state agencies, public higher education institutions, public school districts, and municipal facilities. You will also conduct Energy Life Cycle Cost Analysis reviews (RCW 39.35) and engage in research activities to enhance energy efficiency across various public entities. Duties:
Some of What You’ll Enjoy Doing Includes:
Project and contract management for Energy Performance Contracting Projects (ESPC) in public facilities.
Provide energy analysis and energy engineering principals in service of energy performance contracts.
Market the energy performance contracting program.
Understand, review, and approve elements of energy audits, project design, and construction activities of energy service company contractors (ESCOs).
Negotiate scope, schedule, and cost for projects with ESCOs.
Oversee, on behalf of client agencies, all aspects of the project beginning with preliminary audits through construction closeout.
Coordinate with program M&V (measurement and verification) specialist to validate results of ESPC projects.
Review and approve Energy Life Cycle Cost Analysis (ELCCA) reports in accordance with RCW 39.35.
Provide recommendations for the approval of ELCCA reports to public facility owners.
Conduct research on a variety of energy related issues for Energy Program clients.
Other duties as needed.
Required Qualifications:
Certification as an Engineer in Training (EIT) or Energy Manger in Training (EMIT).
Bachelor’s degree with a major study in engineering, environmental science, natural resource management or a related field.
Two (2) years of professional level experience performing project management, engineering, energy performance contracting, construction management, energy or utility engineering, renewable resource work, utility conservation program work, resource conservation management or related field.
NOTE: Related education may substitute the experience requirement, year-for-year.
A qualifying candidate must also possess the demonstrated skills and ability to:

Apply effective negotiation and conflict resolution techniques.
Understand, evaluate, and apply energy technologies in a facilities environment.

Preferred Qualifications:
Project Management: Ability to manage multiple complex energy projects with little supervision.
Energy Management: Thorough understanding of energy efficiency technologies, particularly as they relate to facilities, cost/benefit analysis, life cycle cost analysis, energy performance contracting, building commissioning, and building auditing and modeling.
Communication and Interpersonal Interaction: Ability to communicate clearly and in a positive and productive manner. Negotiation, conflict resolution, mentoring, collaboration, and team building skills are desirable.
Technical Aptitude: Ability to understand, evaluate, and apply complex energy technologies in a facilities environment.
Consulting and Marketing: Ability to effectively identify, evaluate and advise building owners on a variety of energy and facility-related issues, as well as the ability to market the program’s energy services to a wide variety of potential customers.
Professional License: Professional Engineering License in the State of Washington
Professional Certification: Certified Energy Manager
