JOB PURPOSE/SUMMARY Under administrative direction, plans, directs, manages and oversees the activities and operations of the Electric Utility Division of the Public Works Department, including Electrical Engineering, Electric Field Operations, Power Resource Management, System Planning Power Coordination, Load Management and Systems Operations. This is a highly responsible, technical, administrative, managerial, and operational position requiring the exercise of independent judgment. This Position directly reports to and provides highly responsible and complex administrative support to the Public Works Director.

REPRESENTATIVE DUTIES: Depending on the area of the assignment, duties may include, but are not limited to the following: Assist in the development, administration, and monitoring of the departmental budget. Under general direction, preparation of long-range plans, review of plans and specifications regarding expansion of the electric utility system, fiber optic system, geographic information system (GIS), and technical engineering and operational decisions. Planning, directing, supervising, and reviewing the construction, operation, and maintenance of the electric utility system. Assist in preparation and implementation of a strategic financial plan for the electric utility. Represent the Electric Utility Division to other City Departments and outside agencies to coordinate and implement policies, goals, and objectives; explain and justify Division programs, policies, and activities; negotiate and resolve controversial issues. Participate in the planning, negotiating, and development of firm and non-firm capacity, energy, and related contracts. Prepare written reports and make oral presentations to the City Council, as directed. Aid subordinates in solving difficult engineering, construction, operation, and maintenance problems related to the electric system; supervise, train, and evaluate subordinates, as well as participate in the selection of personnel. Respond to difficult citizen inquiries and complaints. Assist in the development of special studies on utility rates; develop and present recommendations for changes in rate and fee structures. Prepare a variety of reports, correspondence, and special studies. Perform other related duties as required. Performs other duties as assigned or required. KNOWLEDGE OF:
Principles and practices of electrical engineering, fiber optic installation and geographical information services (GIS)
Principles and practices of electric utility management.
Methods, materials, techniques, and equipment used in the construction, operation and maintenance of an electric utility.
Applicable regulatory codes and laws related to the development, construction, and operation of an electric utility.
Recent developments, current literature, and sources of information regarding electric utility engineering and operation.
Principles and practices of modem office management.
Principles and methods of financial planning and utility rate setting.
Principles and practices of organization, administration, budget, and personnel management, including grievance processing, progressive discipline, and labor negotiations.
ABILITY TO:
Analyze problems; identify solutions, project consequences of proposed actions, and implement recommendations in support of departmental goals.
Understand, interpret, and apply laws, rules and regulations as they relate to an electric utility.
Prepare complex technical reports involving all phases of electrical system, fiber optic system, geographic information system (GIS) throughout planning, construction, and operations.
Interpret financial statements and cost accounting reports.
Possess strong budgetary and organizational skills.

Provide knowledge of the practices, methods, techniques and equipment used in the expansion, operation, maintenance and construction of electric systems.
Supervise, delegate, plan, and review the work of technical, administrative and field personnel.
Present ideas clearly and concisely, orally and in writing; deliver public presentations, prepare comprehensive and technical reports, develop short and long-range goals.
Possesses the ability to use independent judgment, effectively communicate with all employees, officials and the general public in resolving issues.
Possess strong knowledge and understanding of regulatory agencies.
Remain calm in stressful situations.
MINIMUM QUALIFICATIONS: Equivalent to graduation from an accredited four-year college or university with major coursework in Electrical Engineering or business administration or public administration or a related field AND seven (7) years of increasingly responsible experience in the electric power industry or electrical utilities management including five (5) years of supervisory/management experience. However, an equivalent combination of training, education and experience may be considered, to include seven (7) years equivalent experience should include power system planning, engineering design, project management, and operations of transmission, distribution, substation, protection, and control systems.
PREFERRED QUALIFICATIONS: A master’s degree in electrical engineering or business administration or public administration or a related field
LICENSE AND CERTIFICATION REQUIREMENTS:
Must possess or ability to obtain a valid class "C" California driver's license within thirty (30) days of appointment.
Registration as a professional electric engineer with the State of California is desirable, but not required.
