This position is a Section Manger in a high performing Engineering Division that includes Administration, Capital Projects, Development Review, Data and Information, Traffic Engineering, Transportation Planning, and Water Resources. Historically, Public Works Engineering has partnered with the Maintenance Division and consultants to provide traffic engineering expertise and support. The Traffic Engineering Section is newly established in order to lead, manage, and provide technical traffic and transportation engineering expertise within the division and to our internal and external partners.
This position reports directly to the City Engineer and helps coordinate transportation activities with other regional, state and local planning agencies. The Engineering Division Traffic Engineer closely collaborates and coordinates with the Maintenance Division Traffic Engineer to support transportation and traffic engineering needs across the City.
The Traffic Engineer will be guided by the goals and policies of the City. We are a Vision Zero City and are implementing a Vision Zero Action Plan to eliminate transportation related deaths and serious injuries by 2035. We have a City Council adopted Climate Recovery Ordinance that seeks to reduce community fossil fuel use by 50% by 2030. A key strategy to reduce greenhouse gas emissions from transportation is to triple walking, biking and transit use. These aggressive goals align with our City's Envision Eugene Plan to support our City's growth over the next 20 years by fostering a walkable human-scale city with ready access to transit.
The Traffic Engineer will lead a team that is:
Robustly analyzing crash data to prioritize and analyze corridors and intersections identified in on our Vision Zero High Injury Crash network for safety improvements.
Evaluating and recommending traffic signal operations to improve safety for all users and to support traffic flow at safe speeds as well as prepare for future technologies such as connected and autonomous vehicles.
Implementing tactical changes to streets through lower-cost materials such as striping and signage.
Actively collaborating with public works transportation planning, development review and permit staff, capital project teams and maintenance staff to design and construct transportation facilities that meet our Transportation System Plan goals and are safe and easy to maintain.
Implementing Traffic Engineer responsibilities as outlined in Eugene Code and delegated from the City Manager through the City Engineer.
The Traffic Engineer participates on teams that are:
Updating our street design standards in order to provide a transportation system that is built for people and aligns with our Vision Zero and active transportation goals.
Developing a strategy for autonomous and electric vehicles that will update our Transportation System Plan.
Developing design standards for a variety of active transportation projects, including tactical installations.
Planning for a downtown that is connected and intentional in its use of street and sidewalk space in an era of increasing demands.
Working as the management team for the Public Works Engineering Division to collaboratively move strategic actions forward.
Working collaboratively across divisions to increase the safety of our transportation system and meet our Vision Zero goals.
The Traffic Engineer will prepare for and present at meetings before City Council, various commissions, and the general public.

Participates in the development and implementation of goals, objectives, policies and priorities related to the City Organization, Public Works Department, Engineering Division, Traffic Engineering Team and greater Eugene community.
Plans, organizes, evaluates and participates in the functions and activities of the traffic engineering section.
Supervises staff and acts in accordance with City of Eugene employment philosophy, policy, contracts and practices.

Makes public presentations before other governmental and private groups and organizations regarding transportation activities, the transportation system and the city goals related to the transportation system; attends and participates in City committees, commissions and task teams.
Assists in the preparation of the Division budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies; participates in budget administration.
Provides lead project management on special projects and studies; acts as City spokesperson on special projects.
Confers with engineers, developers, architects, and the public in acquiring information and coordinating transportation engineering matters for complex projects.
Participates in discussions about scope of transportation system projects; oversees the review of and approves transportation engineering plans including signal, signing and striping projects for public and private development; makes technical engineering decisions and establishes technical criteria and standards.
Assists supervisory and lead staff in administrative duties including planning work schedules, determining project assignments and staffing; assists in coordinating section activities with those of other sections and departments and outside agencies and organizations.
Answers questions and provides information to the public; oversees investigation of complaints and may decide or recommend corrective action as necessary to resolve complaints.
Provides transportation engineering expertise and serves as a technical resource for construction by capital and permitted project teams, coordinates and consults with operation and maintenance teams to resolve engineering concerns; participates in the project scoping processes for other divisions and departments as necessary.
Reviews and provides technical recommendations for Traffic Impact Analysis (TIA) and Transportation Planning Rule (TPR) reports for development projects.
Investigates and responds to transportation inquiries and requests from the public, other cities and departments. Coordinates transportation safety programs including hazard elimination and innovative traffic signal improvements. Supports and respects diversity and safety in the workplace.

A typical way to obtain the knowledge and abilities would be:
Experience:
Six years of increasingly responsible professional traffic engineering experience including two years of supervisory or project management responsibility.
Training:
Equivalent to a Bachelor's degree from an ABET-accredited college or university with major course work in traffic engineering or related field.
License or Certificate
Possession of a State of Oregon Certificate of Registration as a professional engineer, or ability to obtain by reciprocity within 6 months of hire date.
Certification as a Professional Traffic Operations Engineer (PTOE) is desirable.
Requires valid Oregon driver's license or ability to obtain by date of hire. Must pass driving records check and, if hired, maintain a driving record that meets the City's standard.
