GENERAL DEFINITION OF WORK:
Executive management level position reporting directly to the President & General Manager (P&GM). Performs complex professional and administrative work providing direction and planning for the utility’s power delivery functions. Responsible for the overall engineering, construction, operations, and maintenance of the utility’s transmission and distribution system. Ensures that the operations are efficient and facilities adequate to meet current and future customer demand. The incumbent will also be responsible for the managing the utility’s fleet and materials management operations. Provides counsel and recommendations to the P&GM on all aspects of power delivery operations and implementation of the utility’s strategic objectives. Serves as the utility’s lead and responsible for storm restoration activities. Performs all other assigned duties as required, including ensuring compliance with applicable reliability standards. Supervision is exercised over all subordinate personnel.
TYPICAL TASKS:
Plans, organizes and directs all departmental activities involving the construction and maintenance of the transmission and distribution (T & D) system. Directs all T & D engineering functions. Manages and oversees the GIS functions. Manages all T & D construction projects such as substations and transmission line construction. Plans for and acquires easements and rights-of-ways in support of KUA T & D business and operational objectives. Ensures that operational safety compliance and precautions for all work crews and the public are enforced. Develops and administers annual budget for the department. Ensures and maintains a high performing workforce directing the evaluation of employees for hiring, promotion and disciplinary actions. Directs negotiating contracts with outside entities to obtain essential products and services competitively. Oversees all aspects of the utility’s material management operations. Ensures appropriate levels of stock and inventory items to meet organizational mission objectives. Provides supervision, direction and technical advice for professional development and training of department staff. Makes presentations as directed. Facilitates customer delivery inquiries and complaint responses. May act as P&GM when required. Performs related tasks as required, including oversight of all applicable reliability standards.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge and demonstrated experience in the practices, methods, equipment and tools used in the design, construction and maintenance of an electric utility system. Thorough knowledge of occupational hazards connected with the work. Thorough knowledge of electric system facilities and area served. Ability to read and interpret contracts, designs, and specifications. Ability to establish and maintain effective working relationships with officials, employees and the general public/customers. Ability to prepare and maintain records, reports, and budgets. Proficient in the use of computers. Ability to communicate effectively, both orally and in writing. Ability to lead and manage assigned personnel. Must have excellent skill and ability for strategic planning and problem solving. Must have good analytical skills.
EDUCATION AND EXPERIENCE:
Bachelor’s degree from an accredited four (4) year college or university in Engineering, Business Administration or a related field. Ten (10) years of progressive professional and supervisory experience in electric utility operations, engineering, planning, construction and maintenance of the transmission and distribution system. Master’s degree in engineering or management/business is preferred. Substantial supervisory and/or management experience required.
SPECIAL REQUIREMENTS:
Possession of a valid appropriate driver's license issued by the State of Florida. Must be able to respond to company and operational emergencies as required.
